Thank you for your letter of 23rd June about the Russian vessels SVIRSTROI and SIMFEROPOL lying in Hong Kong harbour. I have also seen a copy of Haigh's letter to you of 29th June on the same subject.

We have taken up with the Hong Kong Governmen the question whether they have legal power to dispose of these vessels in the manner proposed, and I will write to you again as soon as we have a reply.

I am sending a copy of this note to Haigh.
